THOMAS W. PAPA
Tom concentrates on business representation, insurance law, tort law, subrogation and business recoveries. As an effective trial attorney Tom has had several precedent-making cases reported.
Tom practices before all Virginia state and federal courts including the Virginia Supreme Court, U.S. Federal District Court, U.S. Court of Appeals and the U.S. Bankruptcy Court.
Additional Information
Prior to attending law school, Tom worked for a New York Congressman on Capital Hill as a legislative assistant, later returning to New York to work in the New York Financial District as an Inland Marine & Ocean Cargo insurance underwriter. After law school Tom came to Richmond, Virginia and formed the law firm of Chaplin & Papa where he was the managing partner for over 20 years. His area of concentration was commercial litigation and major injury recovery matters. He was an active member of the Virginia Trial Lawyers until his practice grew more focused on commercial transactions and complex business litigation. Until 2001 he was chairman of the Insurance Law Subcommittee for the Virginia Trial Lawyers. He was responsible for shaping many of the changes in Virginia’s Motor Vehicle insurance laws.
